In 2020, the total output value of China's forest and grass industry will reach 8.1 trillion yuan, forming three pillar industries with an annual output value of more than trillion yuan: planting and collection of economic forest products, wood processing and manufacturing of wood and bamboo products, and forestry tourism and leisure services.
At present, the development of China's forest and grass industry still faces some problems, such as imperfect supporting policies in finance, taxation, land use and infrastructure construction, high dependence on foreign timber, backward production and operation facilities and mechanical equipment, continuous trade disputes and frictions, and rising trade costs.
The plan proposes to promote the comprehensive green transformation of the wood processing industry in terms of wood processing, and encourage enterprises to implement environmental protection facilities and technological upgrading. Improve environmental protection standards such as pollution discharge of wood-based panel industry. Encourage the development, application and promotion of new environmentally friendly adhesives, and gradually increase the proportion of low aldehyde and non aldehyde wood processing products. Consolidate and improve traditional advantageous industries such as wood flooring, wood furniture, wood doors and wood musical instruments, and accelerate the development of emerging industries such as customized home furnishings, wood structures and wood building materials, and high-performance wood recombined materials. Actively develop circular economy, promote the comprehensive utilization of wood processing residues, and explore the establishment of a recycling system for waste wood materials such as waste furniture and wood packaging. By 2025, the output of wood-based panel will be stable at about 300 million cubic meters, the output of floor will be stable at about 800 million square meters, and the output value of wood furniture will exceed 800 billion yuan.
In order to achieve the objectives in the plan, the state will improve the financial service mechanism and guide financial institutions to develop financial products in line with the characteristics of forest and grass industry. We will implement preferential financial services policies to support small, medium-sized and micro enterprises, individual industrial and commercial households and farmers. Encourage social capital to set up forest and grass industry investment funds in a standardized and orderly manner, give full play to the industrial advantages of the competent department of forest and grass, and steadily promote fund project reserve, project promotion and other work. Encourage all localities to cultivate and expand leading enterprises, industrial bases and parks, and support qualified business entities to apply for leading enterprises in agricultural industrialization.
